Airplanes, aa guns, land and sea units.

Actually, aa guns fire first a single round against airplanes and then the battle began normally. I guess it should be the opposite way: Aa guns should keep firing air units throghout the whole battle while land units just once. This shsould be the combat phases IMO:

1) Aerial supremacy battle between both aerial forces first (two rounds).
2) Land battle, in which airplanes will have 4 attacks, land defending forces just one BUT aa guns 4 attacks too.

This will enforce a wider use of airplanes and aa guns.

Sea battles should keep as normal.

Attack/defence stats could have different values for land/sea/air, this way, different weapons would have different porpouses instead of being gemeralistic (as it actually is):
-Fighter planes: 3 vs other planes, 1 vs land and sea units.
-Bombers: 1 vs other planes, 2 vs land and sea and 3 vs cities.
-Fighter/bombers: 2 vs air, land and sea.
-Heavy bombers (just GBR and US): 2 vs air, 3 vs land and sea and 5 vs cities.
-Land units 1 vs air and sea units, BUT: Aa gun: 2 vs air; AND Gun: 2 vs sea units.
-Battleships 3 vs air, 4 vs sea (2 vs subs) and 4 vs land, 3 HP.
-Aircraft carriers 3 vs air, 1 vs land and sea, 2 planes, 2 HP.
-Super aircraft carriers (just US and Japan): 4 vs air, 1 vs land and sea, 5 planes, 3 HP.
-Subs: 1 vs air, 2 attack vs sea and 1 defence, no land combat allowed. Stealth. 1 movement.
-Destroyers: 1 vs air and land, 2 vs sea (3 vs subs). SONAR (anti stealth ability).
-Super subs (just Germany): No air or land combat allowed, 3 attack vs sea, 2 defence; stelath, 2 movement, 2 attacks. Cost 12.
-Reinforced hulls (just Germany): +1 def to subs.

REDUCING COST OF AIRPLANES (in general) is very important. Instead, set airfield rules on, so airplanes will play the main rol they had, but will not be that easy for them to be succefully employed. Besides, this also does improve the usefulness of aircraft carriers (that should have a cost reduction too), instead of just placing all of your planes into some strategic pacif isle with no airport/radar.

Some special units I would like to see (All this tecnologies must to be researched):
Me262 (just Germany) 5 vs air, 2 vs land and sea, 4 movement.
P80 (just US) 4 vs air, 1 vs land and sea, 6 movement. Can intercept V1s.
Meteor (just GBR) 4 vs air, 2 vs land and sea, 4 movement. Can intercept V1s.
V1: V2: (just Germany both): 5 vs cities each. V2 can´t be intercepted. 2 movement.
-"Defence" (at gun): 0 vs air and sea, 3 def (land), 1 attack, 1 movement, 3 cost.
-IS2 (just USSR): 1 vs air and sea, 4 vs land. 1 movement, 2 HP. Cost 8. Gives support up to 2 troops.
-Königstiger (just Germany): 1 vs air and sea, 5 def, 4 att vs land, 2 shots vs land (attacking and defending), 2 movement, 2 HP, 15 cost
-Pershing (just US):1 vs air and sea, 3 vs land. 2 shots vs land (attacking and defending), 1 movement, 2 HP, 8 cost.
-Churchill (just GBR): as Pershing, but different image.
-All other nations does not have heavy tanks.
-T34 (regular USSR tank): Can transport 1 troop each. Cost 4.
-Sherman (regular US tank): Cost 4.
-Pnather (just Germany): 1 vs air and sea, 3 vs land, 2 shots vs land (attacking and defending), 3 movement. Cost 8.
-P38 -and Me210- (just US and Germany): 6 movement. All other as Fighter/bomber.
-P51 (just US): 6 movement. All other as fighter.

China should just produce soldier troops, normal and elite, but at 2 and 3 cost each.

Some other rules:
-If a player does attack a territory in which enemy have put some bunkers into, but said bunkers were left alone (with no defences), those bunkers should be taken by the attacker.
-At the end of your turn, USSR and Germany should be asked if they want to destroy any factory, airport, port, bunker, radar and or any other stationary facility (scorched land tactics).

Most of what you are speaking is possible with the current engine. Check out the map-maker tools and instructions when you click on "Run the Map Creator" under TripleA's engine preferences. We would be more than happy to see another great WWII mod with new ideas.  Be sure also to check out the Pact of Steel 2 XML for what exactly is possible.

Are you planning on creating a new map or mod? If so, the best place to get information is the Pact of Steel 2 XML document. In particular, you probably want to look at the unit attachment section. Edit - Red Baron beat me to the answer

It is possible to make AA guns fire every round, I agree it is odd that only firing once has become the standard for tripleA as firing continuously makes much more sense.
#1 is possible, there is an air battle feature coded specifically for this
#2 - I'm not sure what you mean by 4 attacks. The Air fires four times per battle, but the land only once? In order to do that, I think you would need to code multiple AA-attack attachments to each unit, but currently you can only do one.

The suggestion for China and Bunkers would be easy to do. For scorched earth you could creative with unit attachments and triggers, or just code the units to be destroyed when captured automatically. (Maps and Mods might be the more appropriate place to post this)
